Selective licensing reached six Harrow wards in 2026, from Edgware and Roxeth in May to Wealdstone North and South in September. End of tenancy cleaning across Harrow starts at £156 for a studio.
Each size of home has its own fixed price, which we confirm against the home when we ring back. Every cleaner is vetted and trained.
Renting in Harrow now
Harrow is mostly owner-occupied: 58.8% of households owned their home at the 2021 Census. Private renting is the next largest tenure at 29.6%, close to three times the 10.4% who rent from a council or housing association. Most households live in houses. Semi-detached houses are the biggest group (37.1% of households), followed by flats at 34.5%, most of them in purpose-built blocks (26.2%) and 6.4% in converted or shared houses; terraces account for 16.9% and detached houses 11.3%.
For landlords the rules have changed several times during 2026, and the table below sets them side by side. None of them changes what a move-out clean involves, though a landlord re-letting in a licensed ward will want the home ready for the next tenant on the day the keys change hands.

An end of tenancy clean covers the home you hand back
An end of tenancy clean is the clean an empty rented home gets between the last box leaving and the check-out inspection, matched line by line to the check-in inventory. In the kitchen it reaches inside every cupboard and drawer and covers the worktops, the splashback, the sink and taps, the outside of each appliance and, once you have defrosted them, the fridge and freezer inside. In the bathroom it deals with limescale on the taps, screen and shower head, then the bath, basin, toilet, tiles and grout. Every other room gets its skirting boards, doors and frames, switches and sockets, radiators, inside windows and floors.
A Harrow semi adds stairs, banisters and a landing, and the three and four-bedroom prices allow for those along with a through lounge and a separate WC. The oven is £31 on the same booking (£62 for a double or a 90cm range), and carpets are £29 a bedroom or £36 a living room; carpet cleaning in Harrow prices stairs and rugs. We bring the equipment and products, and the water and electricity stay on.
If the inventory clerk or letting agent marks something we cleaned, tell us within 48 hours and we return to put it right at no charge.

Parking a cleaning team and clearing furniture in Harrow
Inside a controlled parking zone, Harrow sells virtual visitor permits for £3 a day (£1.50 at the discounted rate), up to 100 a year, and the council names a decorator or repair person as the kind of visitor they suit. A move-out team fits that description. Each permit is switched on online with the visitor’s registration and lasts until 11.59pm, so ask us for the registration when we ring back. Paper scratch cards come by post and can take two weeks, and homes classed as Permit Restricted Properties cannot get visitor permits at all.
Clear the furniture before the clean, since the cleaner cannot reach a floor or the inside of a wardrobe around it. Harrow gives each household one free bulky collection of up to four items every 12 months; after that it is £59.70 for one to four items and £87.70 for five to eight. Items must be no longer than 5 feet, apart from mattresses, sofas and fridges, and in a block of flats they go by the communal bin area. The Wealdstone recycling centre takes cars by booking only and charges for vans.

Questions about end of tenancy cleaning in Harrow
Does the Article 4 Direction apply to a house I already let to sharers?
The direction covers homes that were not already an HMO before 12 June 2026. The council has until 11 December 2026 to decide whether it becomes permanent, and its planning pages have the detail.
Can a shared house be cleaned room by room?
Yes. Tell us the bedrooms, the bathrooms and which rooms are shared, and we price it by the room when we call back.
When should the clean be booked?
For the last day or two of the tenancy, once everything is out, so nobody uses the kitchen again before the clerk arrives.
What does the visitor permit need?
Proof of your address to get the permit, then the cleaners’ registration to switch on a day’s session online.
Do you bring the cleaning products?
Yes, the cleaners bring the equipment and products for an end of tenancy clean. You keep the water and electricity on for the day.
Ring 020 3734 1438 with your postcode and the date the tenancy ends.
