Grandparents and a small boy laughing on the sofa of a 1930s semi-detached house

Six Harrow wards now need a licence for every privately rented home, the last two from 1 September 2026. For tenants and owners alike, a weekly cleaner costs £23 an hour.

Renting in Harrow in 2026

Private renters are 29.6% of Harrow households and social renters 10.4%, and 58.8% own their home. The rules for landlords have moved several times this year. Selective licensing, which covers every private let in a designated ward, began in Edgware and Roxeth on 2 May 2026, in Greenhill and Marlborough on 6 July and in Wealdstone North and Wealdstone South on 1 September, each designation lasting five years. The council’s selective licensing pages list the wards.

Shared houses are in a gap. The borough-wide additional HMO scheme ended on 5 August 2026, and a new one for three or four sharers is approved to start on 6 January 2027; mandatory licensing for five or more carries on in the meantime. Since 11 June 2026 an immediate Article 4 Direction has also meant planning permission is needed anywhere in the borough to turn a home into a small HMO of 3 to 6 people, and the council must decide by 11 December 2026 whether to make it permanent.

Semis, Harrow on the Hill and the listed houses

More Harrow households live in a semi-detached house (37.1%) than in a flat (34.5%), and most of the flats are in purpose-built blocks (26.2% of households). Terraced houses make up 16.9% and detached houses 11.3%.

The borough has 30 conservation areas: eight around Harrow on the Hill, among them Harrow School, Harrow Park, Mount Park Estate, Roxborough Park and The Grove, and six in Stanmore and Edgware. Over 300 buildings are listed. The council expects natural materials in their repair, lime mortar for repointing and timber for windows and doors, and requires consent for changes that affect a building’s special interest. In a listed house the cleaner dusts original timber by hand and leaves fixed features where they are.

Harrow’s neighbours have their own pages, among them Wembley, Brent and Hillingdon.

Regular and deep cleaning for Harrow houses

A semi has stairs and a second floor of rooms, so it takes longer than a flat. A weekly cleaner works through the kitchen and the bathroom in full on every visit, then dusts, makes the beds and does the floors, landing and stairs included. If three hours cannot reach every bedroom, they take turns on a rota, or you book four hours. We keep the same cleaner on your home wherever we can.

The Affinity Water readings for Harrow are hard to very hard. Its 2025 reports give 360 mg/l for the Harrow North zone and 348 to 358 mg/l (two samples) for Stanmore and Mill Hill, both very hard, and 268 mg/l for Rayners Lane, which is hard. Taps, shower screens and the base of the toilet are descaled every visit.

A deep clean is a team of two or more, with their own equipment and products, for what builds up between visits: grease on the tiles behind the hob, door tops, skirting, radiators, the inside of emptied cupboards and the grout. The water and electricity stay on.

Three other services have their own Harrow pages. The end of tenancy clean is a fixed price by size from £156, and if the inventory clerk or letting agent marks something we cleaned, tell us within 48 hours and we come back at no charge. Carpet cleaning uses hot water extraction, with stairs at £41 a flight, and oven cleaning is done by hand in your kitchen, from £77.

Harrow prices

Weekly cleaning is £23 an hour and fortnightly £24, for three hours or more a visit, so the weekly minimum is £69. A deep clean costs £26 per cleaner-hour plus £30 for equipment, from £186 for two cleaners over three hours. One-off work starts at £67, and where there is no free parking close to the home, a one-off clean carries the day’s street parking cost, at most £40. The full price list has every service.

Booking and visitor permits

Send the form or ring 020 3734 1438 at any time. We ring back between 8am and 7pm, seven days a week, to agree a date and confirm the price for the home; a 50% deposit secures it and the rest is due when the clean is done. The cleaners are vetted and trained.

In a controlled zone, Harrow’s virtual visitor permits are quick to arrange. They cost £3 a day, up to 100 a year, are activated online with the visitor’s registration and run until 11.59pm that day, and the council itself suggests them for a decorator or repair person. Paper scratch cards cost thirty pounds for a book of ten and take up to two weeks by post. Permits need proof of address, and homes classed as Permit Restricted Properties cannot get them. Zone hours are printed on the entry signs, and the normal rules apply on bank holidays.

Harrow cleaning questions

Is my rented home covered by selective licensing?

If it is in Edgware, Roxeth, Greenhill, Marlborough, Wealdstone North or Wealdstone South ward, yes. The council’s selective licensing covers every privately rented home in those wards, each designation for five years from its start date.

Can the council take furniture before I move out?

Each household gets one free bulky collection of up to four items every 12 months. After that it costs £59.70 for one to four items and £87.70 for five to eight. Nothing over 5 feet long is taken except mattresses, sofas and fridges, and in a flat the items go by the communal bin area.

Where is the recycling centre?

In Wealdstone. Cars need a booking and vans are charged; trade waste is taken without booking at set rates, such as £362 a tonne for general waste with a £125 minimum.

Do you cover Pinner, Stanmore and Wealdstone?

Yes, all of HA1, HA2, HA3 and HA7 and the Harrow parts of HA0, HA4, HA5, HA8, UB5 and UB6. The stations, from Pinner and North Harrow on the Metropolitan line to Stanmore on the Jubilee, are all in zone 5.

How long does a regular clean of a Harrow semi take?

Three hours covers the kitchen, the bathroom, the floors and some of the bedrooms; four hours at £23 an hour often reaches the whole house. We agree the length on the call.

Send the form with your Harrow postcode, and we will ring back with the hours and the price.
