A smiling couple sitting on the floor of an empty, clean flat beside moving boxes, one holding the keys

Islington’s new selective licensing scheme reaches seven wards on 23 November 2026, and an end of tenancy clean here costs from £156 for a studio flat, priced by the number of bedrooms.

One bedroom is £207, two £243, three £339 and four £425. The borough is mostly flats (83.7% of households at the 2021 Census), and the table below sets each kind of home against the way it is priced.

Islington homes and how each is priced

HomeShare of Islington households (Census 2021)End of tenancy price
Flat in a purpose-built block57.4%By bedrooms, £156 for a studio up to £243 for two bedrooms
Flat in a converted or shared house21.3%By bedrooms; a house let room by room is priced per room
Flat in another converted building, or in a commercial building5.0%By bedrooms
Terraced house12.7%By bedrooms, £339 for three and £425 for four
Semi or detached house3.6%By bedrooms, confirmed against the house on the call

The bedroom count sets the price in every row. What changes is the shape of the day: a terraced house puts stairs and two or three floors into the job, while a flat in a block may mean a lift, a long corridor and a bin store on the ground floor.

Selective licensing from 23 November 2026

Islington runs three licensing schemes for private landlords. Mandatory licensing is for HMOs with 5 or more unrelated people and additional licensing for those with 3 or 4. Selective licensing is the third, and it reaches ordinary private lets in named wards: a home let to one person, to two people sharing or to a single household.

A new selective designation was signed on 21 August 2026. It takes in private rented homes in Barnsbury, Caledonian, Highbury, Junction, Laycock, Mildmay and Tufnell Park wards from 23 November 2026 until 22 November 2031, and the council began taking applications on 7 September 2026. The 2024 designation for Finsbury Park, Hillrise and Tollington carries on beside it. The council’s licensing page has the conditions.

Of the three wards around Angel, only Barnsbury joins the new scheme; St Peter’s and Canalside and St Mary’s and St James’ sit outside both designations. Landlords in Highbury and Angel should check the ward itself, since a postcode can straddle two.

Parking and Arsenal match days

Controlled parking zones cover all of Islington, each on its own hours. Most are controlled from 8.30am to 6.30pm on weekdays, some on Saturdays too; zones C and K run around the clock, and zones D, G, HE, TW, U and Z have short daytime windows.

A move-out clean fills most of a day, so the fixture list matters near the Emirates Stadium. Arsenal home games and big events bring extra controls in zones E, F, G, H, J, L, N, Q and V, and the bays on Drayton Park between Benwell Road and Bryantwood Road can be taken for coach parking. The council tells visitors to use public transport on match days. If your check-out lands on one, say so when we ring back and we can look at the day either side.

Clearing the flat first

Islington collects household bulky waste at £10.82 an item, with a three-item minimum and no more than 10 items a time. Two tied black sacks count as one item, residents on Housing Benefit or Council Tax Support pay half, and everything has to be at ground level at the front of the property by 7am on the day. Book the collection for before the cleaning day, so the cleaners start on empty floors.

An end of tenancy clean covers the inside of everything

An end of tenancy clean is a single visit to an empty flat or house, timed between moving out and the check-out, that returns each room to the condition recorded on the check-in inventory. It goes inside the things a weekly clean leaves shut: cupboards, drawers, wardrobes, the fridge and the window frames.

In the kitchen the cleaners degrease the hob, splashback and extractor grille, wash the fridge and freezer once you have emptied and defrosted them, and clean every cupboard inside and out. In the bathroom they descale the taps, shower head and screen, scrub the grout and clean the toilet, bath and basin. Everywhere else it is skirting boards, doors, frames, switches, radiators, the inside of the windows and the sills, with the floors done last.

The oven is an extra at £31 for a single or £62 for a double or 90cm range: racks, trays and shelf supports are soaked, and the cavity, glass and seals are cleaned by hand. Carpets are £29 a bedroom and £36 for the living room, by hot water extraction. We bring the equipment and the products; you keep the water and electricity on.

If the inventory clerk or letting agent marks something we cleaned, tell us within 48 hours and we return to put it right at no charge.

Islington end of tenancy questions

I let a one-bed flat in Highbury ward. Does selective licensing apply?

From 23 November 2026 a private let to one person, two sharers or a single household in Highbury ward falls under the selective scheme, and applications opened on 7 September 2026. A let to 3 or 4 unrelated people comes under additional licensing instead.

Do you cover EC1V as well as the N postcodes?

Yes. We work across N1, N5, N7, N19 and EC1V, which takes in the whole borough from Finsbury and Clerkenwell up to Highbury and Holloway.

Can the cleaners come on an Arsenal match day?

They can, though parking in zones E, F, G, H, J, L, N, Q and V is tighter while the extra controls apply. Give us the date when we ring back and we will check it against the fixtures.

What happens to the bags the tenant left behind?

Book an Islington bulky waste collection before the clean. Two tied black sacks count as one item at £10.82, and the council takes up to 10 items in one go.

Is a shared house cleaned at the bedroom price?

A house let room by room is priced per room, counting each let bedroom and adding the shared kitchen and bathroom once. You get the figure on the call back, before any deposit.

Ring 020 3734 1438 with the Islington postcode and your check-out date.
