Half houses, terraces and flats

Waltham Forest is a borough of terraced houses. At the 2021 Census 34.7% of households lived in one, the third highest share among London’s 33 local authorities, and 44.8% lived in flats: 30.7% of all households in purpose-built blocks and 12.0% in converted or shared houses.

Some of the older streets in Walthamstow were built by the Warner firm. The council’s appraisal for the Leucha Road conservation area, designated in 1990, describes them as two-storey maisonettes that Warner called half houses, with painted front doors set in pairs inside recessed porches and painted timber box sash windows. Leaving a half house means leaving an upper or lower maisonette with its own front door, and it is priced by its bedrooms like a flat.

Private renting covers 27.8% of households, with 21.5% renting from the council or a housing association and 48.9% owning. The wards swing a long way either side of that: 14.2% of households rent privately in Endlebury against 41.8% in Grove Green.

Licences for rented homes in Waltham Forest

Nearly every private let in the borough now needs a licence of one kind or the other, and the two schemes are easy to mix up.

SchemeHomes it coversWhereIn force
Selective licensingLet to a single family or two sharers20 of the 22 wards; Hatch Lane/Highams Park and Endlebury are left out1 May 2025 to 30 April 2030
Additional HMO licensingLet to two or three people in two or more householdsThe whole borough1 April 2025 to 31 March 2030

The council’s property licensing page sets out which applies to a given home. Neither scheme changes the clean or its price.

An end of tenancy clean covers each room against the check-in inventory

An end of tenancy clean is one complete clean of a home you are leaving, done once your belongings are out and before the check-out, with the check-in inventory as the list to work to.

Kitchen

Inside and outside every cupboard and drawer, the worktops and splashback, the sink and taps descaled, the outside of the hob, hood and other appliances, and the fridge and freezer once they are emptied. The floor is done last, right to the edges.

Bathroom

Limescale takes much of the time here. Thames Water’s 2025 report for its Leyton supply zone shows total hardness of 251 to 295 mg/l as calcium carbonate, with a mean of 270, and the company classes 200 to 300 as hard. The taps, shower head, screen and tiles are descaled before the bath, basin, toilet and grout are cleaned.

Bedrooms and living room

Skirting boards, doors and frames, switches and sockets, radiators, the inside of wardrobes, the inside of the windows and the sills, then the floor.

Stairs and hall

In a terraced house each tread, the banister, the spindles and the landing. In an upper half house, any stair inside your own front door is done the same way.

Extras priced on top

Added to the clean, a single or single wide oven is £31 and a double or a 90cm range £62; the oven is cleaned by hand in the kitchen and can be used that evening. Carpets are £29 a bedroom and £36 the living room, by hot water extraction, and drying usually takes a few hours depending on ventilation. Leave a gap before the inspection if you can. We bring the equipment and products, and the water and electricity stay on.

Booking the clean, parking and the old furniture

Send the form with your postcode, the number of bedrooms and the date the tenancy ends, or ring 020 3734 1438 any time. We call you back between 8am and 7pm, any day, to set the date and confirm the price against the home. A 50% deposit holds the date, and the balance is due once the clean is done. The cleaners are vetted and trained. The London end of tenancy cleaning page covers deposits and the check-out in more detail.

Visitor parking in Waltham Forest moved to the MiPermit app and website on 1 July 2026. A resident buys virtual visitor permits by the hour, up to 520 hours a household in a rolling 12 months, and in a zone controlled for more than 8 hours a day, buying 8 hours covers the whole day. A full-day move-out clean therefore costs no more to park than 8 hours, however long the zone’s controlled day.

Furniture that is being left can go on the council’s large item collection: up to five non-electrical items that two people can move, with no glass or mirror. For homes with bins they go in the front garden or bin store by 6am. Anything left on the street can bring a £400 fixed penalty notice, so book the collection before the clean.

Questions about end of tenancy cleaning in Waltham Forest

My flat is in Highams Park. Does it need a selective licence?

Hatch Lane/Highams Park is one of the two wards outside the selective scheme, along with Endlebury. A home let to two or three people in two or more households still needs an additional HMO licence there, because that scheme covers the whole borough.

Is a Warner half house priced as a flat or a house?

As a flat, by its bedrooms. If an upper half house has a stair inside its own front door, mention it when we ring back and we confirm the price with the stair included.

How do the cleaners park on my road?

If you live in a controlled zone, the simplest route is a visitor permit bought by the hour through MiPermit, and 8 hours covers the whole day in a zone controlled for longer. Tell us the zone when we ring back.

Do I need to be there during the clean?

No. Let the team in and go, or arrange access with your letting agent. Leave the water and electricity on.

Can the clean be on the same day as the removals?

Yes, once the last box is out. Book the inspection for after the clean, and keep the kitchen and the rooms empty in between.

Ring 020 3734 1438 with the number of bedrooms and the date you hand back the keys.
