About nine in ten Westminster households live in flats, and 43.3% rent privately (Census 2021). End of tenancy cleaning across the city starts at £156 for a studio, fixed by bedroom count.
The fixed price covers every room, the kitchen and the bathroom. The oven and the carpets are add-ons. What changes from one address to the next is the building, the parking zone and the licence the landlord holds, and those are set out below.
Westminster homes compared: blocks, conversions and houses
| Home | Share of households, 2021 | Price | What shapes the day |
|---|---|---|---|
| Flat in a purpose-built block | 70.2% | By bedrooms, from £156 | Lift or common stair; in estates and mansion blocks the bins are often in a bin room, and some buildings have doorstep collections through the managing agent |
| Flat in a converted or shared house | 16.1% | By bedrooms; a shared house room by room | A shared front door and the house’s own stair; Pimlico’s Cubitt houses rise three to five storeys over a basement |
| Terraced house | 7.2% | £339 for three bedrooms, £425 for four | Several floors and a staircase cleaned top to bottom; Georgian houses around Dorset Square sit behind lightwells and area railings |
| Detached or semi-detached house | Under 3% | The same bedroom prices | Among them, the large Victorian villas in the north of St John’s Wood |
Figures are from Nomis table TS044 for the whole city. The price follows the bedrooms whatever the building. The hours on the day do not: a fourth-floor flat with a lift is quicker to load in and clear than a house of the same size spread over a basement and three floors.

Selective licensing in 15 of Westminster’s 18 wards
Since 24 November 2025 most privately rented homes in 15 of the city’s 18 wards have needed a selective licence. Designation 1 takes in Abbey Road, Church Street, Harrow Road, Knightsbridge and Belgravia, Little Venice, Maida Vale, Queen’s Park and Westbourne. Designation 2 takes in Bayswater, Hyde Park, Lancaster Gate, Marylebone, Pimlico North, Regent’s Park and West End. Both end on 23 November 2030. Pimlico South, St James’s and Vincent Square are outside the scheme, and a home already licensed as an HMO does not need a second licence.
Shared homes have a scheme of their own. The borough-wide additional HMO licensing, first introduced in 2021, was renewed from 31 August 2026 for five years and covers houses and flats where three or more people from two or more households share a kitchen or bathroom. The council’s do I need a licence page sets out which applies.
Renting is heaviest in Marylebone, where 61.9% of households rent privately, about two renters for every owner.
Parking a cleaning team in Westminster
Westminster has no on-street visitor permits. A team either pays in a pay-to-park bay through RingGo, PayByPhone or JustPark (the street machines have been taken out) or buys a daily trade permit, which is meant for people having work done at a home and the people doing it. One permit covers one vehicle for one day, it is virtual, and it is valid only in the zone it was bought for. The price runs from £21.60 a day in zone C (Harrow Road, Queen’s Park and the north of Maida Vale) to £68.30 in zones F and G (Hyde Park, Marylebone, Fitzrovia, Soho, the West End and Covent Garden).
With a trade permit the vehicle may use resident bays from 8am to 5.30pm and paid bays from 8.30am to 6.30pm. On a yellow line a commercial vehicle may load for as long as it needs until 11am and then for 20 minutes at a time until 6.30pm, so the equipment goes in early.
The Congestion Charge zone takes in Mayfair, Soho, Whitehall and the part of Marylebone south of Marylebone Road. Bayswater, Paddington, Pimlico, Maida Vale and St John’s Wood are outside it.
Rubbish bags and the last tenant’s furniture
The centre of Westminster, every shopping street included, is a bags off streets area: rubbish and recycling may go out no more than 30 minutes before the scheduled collection, and bags put out after the collection has started may be left behind. Plan the last bags from the move around that time, because the cleaners need empty rooms to work in.
The council’s bulky waste service collects up to six items for a set charge plus £6.40 for each extra item. It aims to collect within three working days, and its crews take only what two people can lift safely, so book it well before the clean.
An end of tenancy clean covers the whole home in one visit
An end of tenancy clean is a single visit to an empty home at the end of a let that brings each room back to the condition on the check-in inventory. The cleaners bring the equipment and the products. You keep the water and electricity on until they leave.
Kitchen
Cupboards and drawers are washed inside and out, the hob, splashback and extractor filter are degreased, and the sink and taps are descaled. The fridge and freezer are washed once you have emptied them and let them defrost. Thames Water says all the water in its region is hard, and Westminster says Thames Water usually supplies the city (a few addresses have a private supply, shown on the water bill), so every tap is descaled as part of the kitchen.
Bathroom
The shower screen, shower head, taps and the base of the toilet are descaled, tiles and grout are scrubbed, and the mirror, cabinet and extractor grille are wiped.
Bedrooms, living room and hallway
Skirtings, doors, frames, switches and radiators are wiped down, wardrobes are cleaned inside, windows are cleaned on the inside with their sills and frames, and floors are vacuumed and mopped. More than three quarters of the city is conservation area, with over 11,000 listed buildings and structures, so plasterwork and old joinery are wiped by hand.
At check-out, if the inventory clerk or letting agent marks something we cleaned, tell us within 48 hours and we return to put it right at no charge.
Booking a Westminster move-out clean
Send the form or ring 020 3734 1438 with the postcode, the bedroom count and the day the keys go back. We call you back to agree the date and to check the price against the home. Half the price is paid as a deposit to hold the date and the other half once the clean is done. We are open 8am to 7pm, seven days, and you can ring any time.
Tell us the parking zone on the nearest sign when we call, since it decides whether a bay or a trade permit costs less. The London end of tenancy cleaning page goes further into deposits and the check-out itself.

Two other services have pages here: carpet cleaning in Westminster, and oven cleaning for the same streets. For a regular cleaner or a deep clean in a home you are staying in, see cleaning services in Westminster, and for the stucco streets by the river, Pimlico.

Questions about end of tenancy cleaning in Westminster
Does a flat in St James’s need a selective licence?
No. St James’s is one of the three wards left out of selective licensing, with Pimlico South and Vincent Square. The additional HMO scheme still covers the whole city, so a flat shared by three or more people from two or more households may need that licence instead.
Is there a visitor permit for the cleaners?
Westminster runs no visitor permit scheme on its streets. The team pays in a pay-to-park bay by app or phone, or buys a day trade permit for the zone, and the cost is passed on at what it is on the day, within the cap shown with the prices.
Can the carpets be cleaned on the same visit?
Yes. Added to the move-out clean, carpets are £29 a bedroom and £36 for the living room, cleaned by hot water extraction while the team is there. Leave a few hours of drying time before the clerk walks the rooms.
The taps have a white crust. Will it come off?
Usually. It is limescale from hard water, and the cleaners descale taps, shower heads and screens as part of the bathroom and kitchen. Chrome that the scale has already pitted can stay dull after cleaning.
When should the old furniture go?
Before the cleaning day. The council aims to collect bulky items within three working days of booking and takes only what two people can lift safely, so book it as soon as you know the move date.
