Selective and additional licensing in Southwark

Southwark’s additional licensing covers HMOs of three or more people in two or more households that mandatory licensing does not already catch. It took effect on 1 March 2022, and the notice says it ceases on 1 March 2027 unless revoked earlier.

Selective licensing runs in four designations. Designations 1 and 2 cover Newington and Champion Hill, and Faraday, Goose Green and St Giles, from 1 March 2022 to 1 March 2027. Designations 3 and 4 added 14 wards from 1 November 2023 to 31 October 2028: London Bridge and West Bermondsey, South Bermondsey, Rotherhithe, Surrey Docks, Old Kent Road, North Walworth, Camberwell Green, Chaucer, Peckham, Rye Lane, Peckham Rye, Nunhead and Queen’s Road, Dulwich Hill and Dulwich Wood. In those wards it applies to every other privately rented home not already under HMO licensing. North Bermondsey and Dulwich Village are not on the list. The council’s property licensing page was last updated on 10 March 2026.

Furniture a previous tenant left behind

Southwark’s bulky waste collection, £37 for up to ten items, booked and paid online and put out by 6am, is for a resident’s own household items only. Businesses and property managers are told to use the business waste service instead, and that includes anything left by a previous tenant. The Reuse and Recycling Centre is free for residents.

For a landlord or agent that means arranging a business waste collection before the clean, because the cleaners need the rooms clear to reach the floors, the skirtings and the insides of the wardrobes.

Parking a cleaning team in Southwark

Southwark has 31 controlled parking zones covering about three fifths of the borough, and the hours differ from zone to zone. Most run in the working day, Monday to Friday, but Bankside’s C1 runs every day from 8am to 11pm and Bermondsey’s G from 8.30am to 11pm, seven days. Outside a zone’s hours no permit is needed.

Permit bays are for permit holders only. A visiting team uses the shared-use bays (residents and PayByPhone) or the PayByPhone-only bays, at £8.60 an hour in zones C1, C2, D, F, G and GR and £5.70 an hour everywhere else, with higher diesel rates. The council lists no permit for a tradesperson working at a private home, and its visitor permits are sold only to people who live in a zone. A full-day clean in Bermondsey’s zone G therefore costs more to park than the same clean in Peckham, and that cost is passed on as it falls.

An end of tenancy clean brings the home back to its check-in state

The clean is one visit to the empty home, after the move and before the clerk. The cleaners bring the equipment and the products, and you leave the water and electricity on until they go.

Kitchen

Inside and outside every cupboard and drawer, the hob, the splashback and the extractor hood, the sink and taps, and the fridge and freezer once they are switched off, empty and defrosted.

Bathroom

Limescale off the taps, shower head, screen and toilet; tiles, grout and sealant scrubbed; mirror, cabinet and fan grille wiped.

Every other room

Skirting boards, doors and frames, switches, sockets and radiators wiped down; wardrobes cleaned inside; the inside of every window with its sill and frame; floors vacuumed and mopped. The small Bermondsey Street warehouses converted to loft-style homes in the 1980s and 1990s are cleaned the same way, room by room.

For the check-out itself: if the inventory clerk or letting agent marks something we cleaned, tell us within 48 hours and we return to put it right at no charge.

Booking the clean

Send the form or ring 020 3734 1438 with the postcode, the number of bedrooms and the date the tenancy ends. We call back to agree the day and confirm the price against the home. Half the price, paid as a deposit, holds the date; the other half is due once the clean is done. More on deposits and the check-out is on the London end of tenancy cleaning page.

Carpets, ovens and more in Southwark

The borough also has its own pages for carpet cleaning in Southwark and oven cleaning. For regular or deep cleaning, see cleaning services in Southwark, and for the riverside wards with the most renting, Bermondsey.

Questions about end of tenancy cleaning in Southwark

Is my Peckham flat in a selective licensing ward?

Yes, if it is in one of the four Peckham-area wards. Peckham, Rye Lane, Peckham Rye and Nunhead and Queen’s Road wards have been in selective licensing since 1 November 2023, under designations that run to 31 October 2028. A licensed HMO does not need a selective licence as well.

Can the council take the last tenant’s sofa?

Not through the household bulky service, which is for a resident’s own items. Southwark sends landlords and property managers to its business waste service for anything a previous tenant left.

Is there a trade parking permit in Southwark?

The council lists none for a tradesperson at a private home. The team parks in a shared-use or PayByPhone bay, and the cost is added at the day’s rate within the cap shown with the prices.

Do you clean inside the kitchen cupboards?

Yes, every cupboard and drawer, inside and out, along with the shelves of the fridge and freezer once they are empty and defrosted.

When is the best day to book?

The day after the last boxes leave and before the clerk arrives. An empty home is quicker to clean and nothing gets moved back onto a clean floor.

Ring 020 3734 1438 with the postcode, the bedrooms and the end date of the tenancy.
